Vitaliy Trenkenshu spoke at the 3rd international conference “Next Generation Procurement” in Rome

On September 12-13, the third international conference on public procurement 2024 “Next Generation Procurement” took place in Rome. The conference was organized by the National Anti-Corruption Directorate (ANAC) of Italy, the Public Procurement Commission of Albania, and Open Contracting Partnership.

The event was attended by more than 100 participants from governments, EU institutions and civil society. The key theme was the crucial role of public procurement as a means of implementing national and European public policies, contributing to economic and social development and promoting the well-being of citizens.

Vitaliy Trenkenshu, CEO of datanomix.pro, redflags.ai, spoke at one of the key sections: “Procurement data to fight corruption”. The participants discussed how modern IT technologies help to fight corruption, how to encourage ordinary citizens to actively participate in monitoring public expenditure projects and how to implement anti-corruption initiatives through joint efforts of supervisory authorities and civil society.

Vitaliy shared Datanomix.pro's experience of working with public institutions in Kazakhstan and the results that have been achieved with Datanomix analytical solutions that identify corruption risks. Thus, over the last 5 years of using analytics of public procurement data by controlling bodies (Agency for Financial Monitoring, Prosecutor General's Office, Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan) and anti-corruption NGOs of Kazakhstan, it was possible to find more than 130 thousand violations to the amount of $533M.

Participants were interested in learning more about the behind the scenes of the projects: what data sets and sources are used in the systems, what factors should be taken into account when developing interactive dashboards that help to monitor public procurement not only for supervisory authorities but also for ordinary citizens, what problems may arise after the system detects corruption risks and how to solve them.

For example, an auditor to whom the system has pointed out high-risk procurements may not have the time, motivation or authority to process each of them, or the organization doesn’t clear procedure, and people cannot work as efficiently as they would like to. Vitaliy Trenkenshu's presentation so interested the Chairman of PPC Albania that he invited Vitaliy to speak at the seminar “Reforms and Challenges in Public Procurement” that the Commission will hold on October 7, 2024 in Tirana, Albania.

An invitation for a closer dialog also came from the German authorities.
